Dr. Hanan Mohamed Al Kuwari, H.E. in Qatar, is renowned for her outstanding contributions to the nation’s healthcare system, driven by the core objectives of enhancing health, care, and value. As a result of her tireless efforts, the Ministry of Public Health has undergone significant advancements, improving healthcare and medicinal services in Qatar in a cost-effective manner. Due to her unwavering commitment and diligence, Qatar ranks among the top five nations worldwide in healthcare, as determined by the Legatum Institute, a research organization based in London, UK, in 2019.
Dr. Hanan Al Kuwari has been the Minister of Public Health in Qatar since 2016. Her responsibilities in the ministry include:
- Administering the quality and viability of service conveyed by public and private sector health specialist providers.
- Administering general health service programs, including disease avoidance, word related health, fresh food, environment security and national inoculation programs.
- Several Arrangements and developments regarding healthcare of Qatar’s National Health and Public Health organizations, and observing their recruitment.
Education
Dr. Hanan Mohamed Al Kuwari holds a Bachelor’s degree in Medicine from the Arabian Gulf University in Bahrain. She also holds a diploma in Hospital Management from the University of Wales in the UK, and a Master’s degree in Healthcare Management from the University of Swansea in the UK. In addition, she has a Ph.D. in Healthcare Management and Policy from the University of Birmingham in the UK.
Profession
Before becoming the Minister of Public Health, Dr. Hanan Mohamed Al Kuwari had worked at the World Health Organization (WHO) and Reuters as a freelance health reporter. In 1996, she joined HMC’s Women’s Hospital, where she eventually became the Managing Director in 2007, a position she still holds today. She is widely recognized for transforming HMC into an integrated academic health system, earning several awards and global accreditations in the process. It is her passion, dedication, and outstanding contributions to the medical field that earned her the prestigious title of Minister of Public Health, raising the standard of healthcare in Qatar to new heights.
Different duties
Dr. Hanan serves as the Chairman of several important boards and councils, including the Qatar Biobank Board of Directors, the Academic Health System International Advisory Board, and the Hamad Healthcare Quality Institute International Advisory Board, among others, at the Ministry of Public Health.
She is also Co-Chair in the Joint Advisory Board of Weill Cornell Medicine and Vice-Chair for the Board of the Qatar Precision Medicine Institute.
In the Sidra Board of Governors, she is also a member. The Board of Directors of Qatar Foundation for Social Work, the Qatar University Board of Regents. The Qatar Foundation’s Research, Development and Innovation Council.
Her Excellency was chosen as a universal member from the United States’ National Academy of Medicine (NAM) in October 2018.

H.E. Dr. Hanan Mohamed Al Kuwari is a teacher at Imperial College in London. She is also a speaker and thought pioneer in the healthcare industry in the region.
